The cartel is primarily based in the city of Culiacán, Sinaloa, with operations in the Mexican states of Baja California, Durango, Sonora, and Chihuahua. The "Federation" was partially splintered when the Beltrán-Leyva brothers broke apart from the Sinaloa Cartel.
