It occurred when the 115th United States Congress and President Donald Trump could not agree on an appropriations bill to fund the operations of the federal government for the 2019 fiscal year, or a temporary continuing resolution that would extend the deadline for passing a bill. The Antideficiency Act prohibits federal departments or agencies from conducting non-essential operations without appropriations legislation in place. As a result, nine executive departments with around 800,000 employees had to shut down partially or in full, affecting about one-fourth of government activities and causing employees to be furloughed or required to work without being paid. The Congressional Budget Office estimated the shutdown cost the American economy at least $11 billion, excluding indirect costs that were difficult to quantify.

The Lac-Mégantic rail disaster occurred in the town of Lac-Mégantic, in the Eastern Townships region of Quebec, Canada, at approximately 01:15 EDT, on July 6, 2013, when an unattended 73-car freight train carrying Bakken Formation crude oil rolled down a 1.2% grade from Nantes and derailed downtown, resulting in the fire and explosion of multiple tank cars. Forty-two people were confirmed dead, with five more missing and presumed dead. More than 30 buildings in the town's centre, roughly half of the downtown area, were destroyed, and all but three of the thirty-nine remaining downtown buildings had to be demolished due to petroleum contamination of the townsite. Initial newspaper reports described a 1-kilometre (0.6 mi) blast radius.
