James Patrick Bulger was a 2-year-old boy from Kirkby, Merseyside, England, who was abducted, tortured and killed by two 10-year-old boys, Robert Thompson and Jon Venables, on Friday, 12 February 1993. Bulger was led away from the New Strand Shopping Centre in Bootle as his mother had taken her eyes off him momentarily. His mutilated body was found on a railway line 2.5 miles (4 km) away in Walton, Liverpool, two days after his abduction. Thompson and Venables were charged on 20 February 1993 with Bulger's abduction and murder.

It was the longest U.S. government shutdown in history and the second federal government shutdown involving furloughs during the presidency of Donald Trump. It occurred when the 115th United States Congress and President Donald Trump could not agree on an appropriations bill to fund the operations of the federal government for the 2019 fiscal year, or a temporary continuing resolution that would extend the deadline for passing a bill. The Antideficiency Act prohibits federal departments or agencies from conducting non-essential operations without appropriations legislation in place. As a result, nine executive departments with around 800,000 employees had to shut down partially or in full, affecting about one-fourth of government activities and causing employees to be furloughed or required to work without being paid. The Congressional Budget Office estimated the shutdown cost the American economy at least $11 billion, excluding indirect costs that were difficult to quantify.

The recommendations for the Bharat Ratna are made by the Prime Minister to the President, with a maximum of three nominees being awarded per year. The opposition-majority National Assembly declared Maduro a "usurper" of the presidency on the day of his second inauguration and disclosed a plan to set forth its president Guaidó as the succeeding acting president of the country under article 233 of the Venezuelan Constitution. Charles Milles Manson was an American criminal and cult leader. In mid-1967, he formed what became known as the "Manson Family", a quasi-commune based in California. His followers committed a series of nine murders at four locations in July and August 1969. Although the motive for the murders was disputed by Manson, the Los Angeles County district attorney believed that Manson intended to start a race war. In 1971, he was convicted of first-degree murder and conspiracy to commit murder for the deaths of seven people, including the film actress Sharon Tate.
